What Is a Citizen?
By Patti Hutchison

1     What is a citizen? A citizen is a person who lives in a certain country. They are loyal to the country they live in. But is this all it takes to be a citizen? The answer is no. There are people living legally in the United States who are not citizens.

2     If you were born in this country you are a U.S citizen. If your parents are U.S. citizens, but you were born in another country, you are also a U.S. citizen. Citizens enjoy many freedoms and rights. Citizens may vote in elections. They can even run for political office. They also have many duties such as paying taxes and defending their country.

3     An American national is an example of someone who is not a citizen. This is someone who lives in one of the territories of the U.S. We have territories outside our country that are not states. These include Puerto Rico and the Virgin Islands, among others.
